I don't really see a purpose to the mod, I understand it changes a sprite, but why the deck of cards to an arrow? It just seems really random.

Just watch JJBA part 3 and 4 and you'll get it.

Because the Deck of Cards spawns tarot cards, and a lot of Stand names in Stardust Crusaders are named after said tarot cards, like Star Platinum, Magician's Red, Tower of Gray, etc.
